Drying time is not ideal because it takes a lot of time to dry and drying time is not always achievable. But to get the right moisture levels that you want to achieve, you must take great care.
For me, drying time that I use is around 1 hr before I apply a dry skin.
The drying times are much longer, so I need to practice to figure out how long it takes to dry.
What If?
You don't necessarily need to use dry skin. In fact, you can always use dry. I only recommend I've used a lot of dry and applied a lot of application, so you know which method to use. Here's what dry skin looks like for you:

A brush that you know how to use.
A warm or warm water.
